The President of Russia Vladimir Putin signed the law on restriction of travel abroad of certain categories of Russians. According to the data posted on the official Internet portal of legal information, the measures will primarily affect those who are restricted from leaving the country due to conscription, as well as those working in the bodies and those who have left them.

In particular, the data the law provides for the transfer of a passport for storage to the issuing authority for those who are restricted from leaving the country due to conscription for military or alternative civilian service. “The passport will be kept in the institution until the expiration of this temporary restriction or its expiration,” the law says.

A similar storage method is provided for foreign passports dismissed from military service in the FSB for up to five years from day of dismissal. The procedure for transferring, receiving, accounting, storing and returning a document in this case is established by the Russian government.

The criteria for recognizing “foreign” as invalid have also been clarified. They will be recognized as such “in the event that their owners change their last name, first name, patronymic, data on the date and place of birth, as well as a change in gender and the expiration of the document. Also, the grounds for recognizing a passport as invalid will be the termination of the citizenship of the passport holder, the cancellation of the decision to acquire citizenship, as well as the establishment of the fact of the absence of Russian citizenship based on the results of the verification.
